The stimulus payments started because it benefited capital owners. The stimulus payments stopped because it benefited capital owners. It’s almost a meaningless statement because you can say it about almost everything the US government does.

I think if you can extrapolate, then it’s a good guide. If you can’t, then it’s a cliche that adds no new information.
