People buy cardboard tubes for crafts, and it’s possible this person has a bunch left over after a project: https://www.michaels.com/product/12-pack-cardboard-tubes-for-crafts-319186376196276228 Seems more plausible than if someone has been collecting toilet paper roles in order to sell them for super cheap
