Jack Handy, a writer from SNL is the actual author. But these days the voice I hear in my mind when I read it is of Gul Dukat and it fits well.

It was a recurring bit called “Deep Thoughts by Jack Handey.”
Each one was just the “deep thought” over some sort of picturesque backdrop. I believe they’d stick them in between the skits, but I’ve only ever seen them in isolation rather than in the actual episodes.
Trump isn’t this clever and Dukat’s got a basic level of integrity.
