The idea is older than this. There were patents starting in the 1860’s for contraptions like this, often tricycle based. Some models required a roadside conversion before entering the water, which could range from minutes to over half an hour. Others could be pedaled directly from land onto the water.
Here is an older one from 1895. Hilariously, it appears everyone is wearing a suit and tophat, because that is how you roll if it’s the 1800’s.

Various modern designs also exist for amphibious bicycles, or sometimes devices you connect an existing bicycle to, which can be removed, deflated, and transported on the same bicycle over land, such as this, shown in water and land mode,
