Then after a while he would start trying to bite me, while still sitting on my lap, and also refuse to leave my lap.

If belly not for touch, then why show?
You can touch belly, then kitty gets to touch your hand with teeth. Everyone wins.
My girl will let you pet the belly for as long as you want. It’s the best thing ever.
