border agents repeatedly demanded access to his phone and told him they did not need a warrant.

The US is lawless, so the Constitution does not matter, but without a warrant they had no legal claim whatsoever to the phone or its contents.

That seems to be the current line of defense — no legal claims means the owner can delete what they want to delete

Just being rich is probably sufficient.

Depends on how free you want to be. Certainly isn’t enough for freedom ultra, but you might get into the freedom pro or even the freedom max plans

What makes this worse is that a lower standard applies to manual searches, allowing the government to conduct extraordinarily invasive electronic device searches without any suspicion of wrongdoing, simply because the border officer chooses to search by hand rather than with a forensic tool.

      That will get you detained.

I have a long list of actions my university’s lawyers tell me will risk detention if I travel to USA. Their top layer of advice is to ignore rights and laws because Border Agents will do that.

      1. Do not cross by car

      2. Do not cross with a burner phone

      3. Do not cross without a phone

      4. Do not cross with a wiped phone

Prison seems a bit much for the officer, but I think loosing their job and some compensation for the victim is warranted.
