I’m no expert in artificial lake management, but apparently the reason for the algae booms is leakage of the filtration piping that disperses treated water into the soil instead of allowing it to fully circulate into the pool.
The $34 million dollar Obama-era refurbishment attempted to address this with a new system fed by the Potomac river instead of the DC municipal water system, but leakages persist. Trump’s refurbishment project has not made changes to the filtration, piping, or pumping facilities which is probably why algae will continue to be a problem.
