That was undeniably “a divine directive to obliterate an entire people”, “commandment to commit genocide”. [1]
There are many more directives, attributed to Yahweh, for Israelites to commit genocide elsewhere in the Torah also: Deuteronomy 7:1-5, Deuteronomy 20:10-18, Joshua 6:20-21, Joshua 11:15, 1 Samuel 15:3, etc.

Yes, there are verses in the Tanakh about the ancient Israelites engaging in massacres, but none of the 613 rules tells present day Jews to exterminate others. This is a major reason why the Haredim are resisting the draft.
