If the Cuban people wouldn’t be launching a violent insurrection every step of the way, that is. And this isn’t addressing that the US military is offensive, not defensive, and US cities are completely unprepared to resist missile/drone strikes, so Trump would have bigger problems than rebuilding Cuba.
