Yep. The entire point of a licence is you’re qualified to operate a vehicle on state-owned property open for and maintained by the taxes of the people. Roads aren’t some naturally occurring phenomenon everyone has a right to. If they can’t meet the minimum standards of operating, take the licence and disallow them from using a vehicle on the property until they able to pass the requirements again. They can superspeed all they want on their own roads if they have them, that’s fine, but not on state roads open for and intended for public use with the right certification.
