I blame Martin first and fucking foremost for never finishing the series.

Once the producers ran out of his actual content, they bailed rather than try to fill in his blanks. They deserve a lot of blame, but none so much as Martin, who spent decades partying off his fame and doing anything other than finishing the work that made him famous.
