tbh I think this is just a snapshot in time and presumably those countries ended up signing. Maybe it’s just a quirk of chronology.
The convention ended up being ratified (or w/e, it was a process, with further conventions and now there’s a global agreement in place) with even the US finally phasing out all but one cluster bomb with bomblets that are supposed to deactivate themselves.
Perhaps those countries weren’t invited to the table at that stage or didn’t want to waste resources on this until larger players were coming to the table.
China is/was a big hold out. Russia. USA. Brazil. can’t remember if there was another one and I’m back out from the rabbit hole now.
