The tech dystopia is essentially a gigantic mattress which they can shove fake money into, but their ability to do this is entirely dependent on the attractiveness of the US dollar, one of the main things Iran is obliterating right now.

No they’ve always wanted a tech dystopia to further their wealth and control.

This is just an added bonus for them.

I’d guess that’s a plus, but more likely to cover up crimes against humanity at home and abroad, and to rewrite history.
