This is precisely why we have disabled unsupervised community creation and have instead have users submit a request. Highly recommended.
That and a limit of 3 per user per day seem rational.
Maybe it could be per IP, so that way someone can’t make a bunch of alts to circumvent the limit.

They’re probably just chunks of uuids. Not meaningful, just easy to generate programmatically and valid as community names.
