And libraries usually sell old books, and parks are full of food trucks and souvenir-mongers
But you aren’t expected to spend money at a park or library. You can stay there all day without anyone asking you to purchase or leave
I think the main difference is that libraries are not largely funded by the sale of old books and parks are not funded by vendors selling things at the park, and there isn’t the implication you’re expected to spend money to be there

Around here museum tickets are $29-35 per person. I could get a whole fancy meal for that kind of money.
