That’s where the spy satellites are, it’s where the surveillance drones are, that’s where the cameras are looking at you from 95% of the time.
If you look down they have a much worse angle of your face in most instances (not valid when descending a staircase with a camera pointed up at the stairs from the bottom but that’s not that common IMO and even then they’ll probably get a worse shot of you if you actually stare straight down at your feet than look up or ahead). This is significantly enhanced by wearing a hat with a brim/bill and of course further enhanced by wearing sunglasses and a mask over your lower face though if the angle is right your lower face being uncovered won’t matter because all they’ll have is a very bad angle shot of your upper face with the lower face geometry obscured beyond something very basic like full-faced vs average/thin.
