starting from &pp= and the code following it are not a necessary part of the link for people to be able to follow it but it is there so google can track who is sharing things and who views the share.
edit- loved the video though. that tiktoker is fucking amazing and seeing a little justice done for once is a beautiful thing to watch. even his response to someone asking why he cared about it was dead on
