Generous of you to assume the dogs would get left loose instead of shot.
I wouldn’t be surprised but it might be a bit too far to think they would shoot dogs just because they were being walked by a dog walker that was Hispanic.
Actually it’s worse than that - police shoot thousands of dogs every year, often for no other reason than because they can get away with it.
