You see this is the Ultimate Universe which is different from the main marvel universe
Dr Doom here is actually a version of Reed Richards who was tortured by a dude called the Maker into becoming doom while also taking over earth
He and Tony stark’s dad (he dies) locked the maker into a time prison for some time but he will eventually escape, so then Doom and Tony make a team (the ultimates) to overthrow the world goverment the maker made and prepare for his eventual return
its good, the ultimate version of Hawkeye (who is native) calls cap a cracker
You forgot to mention the Maker is ALSO Reed Richards, but from the original Ultimate universe, that was destroyed and recreated.
