Ok, I started with “What a dumbass” but then compared the flags. Both are Blue/Yellow/Red. Vertical stripes. I don’t see the difference. What is the difference?
The flag of Chad is almost identical to the national flag of Romania, although the colours in Chad flags may vary more than those specified for Romania.

It’s only acceptable if you’re not aware your flag is identical to other flags. Which then makes you an idiot for not knowing. I only vaguely knew this fact, but I’m neither Romanian nor running for president there.
They appear as very different shades of blue to me. The first section in the flag of Chad is so dark, I thought it was black at first.
