    There would probably be 1-2 years of the regulations left by then. Seems like an awful lot of effort for that time frame. Why not wait until the next regulations change?

      They will need infrastructure and processes in place for the next set of regulations anyway. If they’re willing to spend the money, surely it’s beneficial to gain some experience and not start from scratch in 2030 or whenever.
