It’s supposed to depict what fascism would look like in the UK, how it would present itself and how it would act. INGSOC is doing the same thing as the nazis with “national socialism”. None of it is remotely socialist besides this label.
I know it gets used by anticommunists a lot but I’ve never really seen the book as anticommunist. Animal Farm fills that role.
Orwell said literally though that everything he’d ever written was “an attack on totalitarianism” and “a defense of democratic socialism” so the logical reading is 1984 is big bad stalinism
1984 isn’t even explicitly about communism, ”gommulism = authoritarian” is just a popular trope so people started assuming it is.

He picked English Socialism because National Socialism was already taken. It was written a decade after WW2 and was explicitly evoking the Nazis
