Are you sure this is a tattoo and not just some kind of marker drawn on the skin?
It looks so much like marker, that if it’s a tattoo I’m wondering if it’s actually expertly done and this was the desired look. Like, it’s a copy of art with sentimental value or something.

It’s not dumb to them. That tat is full of symbolic meaning. Maybe it could have been better done with more money. Maybe on their hand so it’s a constant reminder.
