I’ve always had a strong suspicion that some think tank numbers and “qualitative” assessments of prison conditions in Cuba count Gitmo without giving that context. I have no specific proof, it’s just such an obvious easy way to propagandize that I can’t imagine some US think tanks NOT doing it
