Hell this is exactly how Polish racists were depicting Romanian immigrants in early 1990’s, even now “Romanian” sometimes function as synonym of “beggar”. Also many of those were actually not even Romanians but Romani from Romania fleeing oppression of the new “free” government after socialism was destroyed.
