Looks like someone used the roof tool in Sims 3 with the wrong cheat still enabled.
In their defense it looked right from their camera angle.
It looks like it is foldable and hasn’t been fully unfolded (or has refolded itself)

I actually love this, though I wish it’d cover the whole roof
I just wish the buildings under it weren’t so ugly…
It’s very unique and interesting. Not sure whether to updoot or downdoot because it doesn’t fit.
