It’s a perfectly reasonable thing to say if your campaign and ideology hinges on you rooting out the corruption in government. It’s a way of capturing the idea of the corruption that you want to fix.
Like all Republican messages in the last 60 years or so, it’s bullshit, but there’s nothing ironic about it.
